Lord Farquad (dickbag monarchist) wants to genocide all the fairy tale creatures so that he can build a "perfect" utopia with only humans.
Shrek finds the refugees annoying and becomes a class traitor to get them arrested. He only succeeds in this because he's stronger than the guards (cops).
Luckily 2/3rds into the movie with the help of other magical creatures (but mostly for selfish reasons, let's be real here), Shrek realizes what an asshole he was being and saves the day.
