F-Droid libre/free software/open source app store if it's an Android-based phone. https://f-droid.org/ Firefox for Android Disable all the Google stuff unless you absolutely need it. There are open-source alternatives that you can use to access GMail, for example. (I don't know of a good alternative to Google Maps) Also encrypt the phone storage. Don't use fingerprint/face ID.
Alternatively get Fennec (which is just a build of Firefox) from F-droid
