Star Trek is like being in one of Ian Bank's Culture novels. It has to happen on the outskirts because everyone is having happy fufilling lives in the core and that doesn't make for gripping reading.

(I'd love a star trek slice of life series set on a small established colony world in the Federation with no major stakes. Like a British murder mystery show Star Trek style.

Thought Picard might have been that but nope.)
