Operating ACs during heatwaves makes them wear and tear faster as they're operating at higher output to counter the heat. Landlord doesn't want to be on the hook to fix for what I assume are ACs the landlord set up for the tenants.
Either that or there's an electrical vulnerability somewhere that would become apparent with the ACs running being a big ol liability.
Of course they might want to just evict them all to get higher paying tenants. There's many evils to landlordism.

Yeah, it's a giant loophole in the rent control laws where the building is. Another giant loophole being that you can evict for something like this.
