I imagine if it ever becomes totally and indisputably clear that GRRM is never finishing the books, then several people will take it upon themselves to do it. Who knows, maybe one or more of these fan continuations might actually be good.
There was a fan rewrite of the last seasons of the show that was basically crowdsourced like this. It's a curiosity but without legitimacy it'll just be a pretender to the canon.

Apparently RJ took a similar stance, but repented before his death, and let his wife-editor pick his replacement. (Sanderson)
Probably the right choice. I would like a rough outline at least. Hell, even just bullet points of major events and outcomes.
Seems to about where most of the fan base aligns.
