If i had to guess this is near a univeristy? I've seen similar images from a couple different universities recently, it seems like theres some coordinated anti-china stuff going on, with similar slogans being used on multiple campuses.

If I was so inclined I could probably figure out the city from that manhole cover. That would make the problem size small enough that if I were also completely obsessive I could figure out where this is from the access panel and surface change.
But that's a lot of commitment, I give this an infosec rating of 7/10.
Good luck, Neenah Foundry manhole covers are in basically every city in the US and Canada, and the company name is obscured so we can only get about 3 letters of the second row of the name. Basically impossible.

Yeah this is a fancy one intended to withstand explosions so the manhole cover doesn't turn into a projectile when something goes kaboom. I hope you appreciate learning new manhole cover facts just like I did today lol.
