I remember seeing videos of some Indian call center scammers getting arrested, and they weren't cuffed. Instead the cops were literally holding hands with them. Makes sense to me honestly, if someone isn't violent or trying to escape you really don't need to go all medieval on them.
No idea how common stuff like that is around the world, but it wouldn't surprise me if it's relatively so.
