I mean the government might be so dysfunctional that it actually needs to purge corrupt governors to not collapse. So much military aid is getting pocketed that the Western overseers are actually pissed. Corruption is excusable, but not if it hurts the ROI too much.

I believe he was reported as being fair instrumental in limiting the damage to Kiev through preparedness and making some of the best tactical decisions in the early days of the war.
