Some requirements:

FOLDERS - I need folders and the ability to view all feeds within a folder at once.

FOSS - I don't want to give corporate ghouls my money and my privacy. I'll pay a foss creator if its a one-time fee or offers a reasonable annual subscription.

MULTI-PLATFORM - iOS, Android, Web. I have multiple devices and only want one app for them all. If something is Web-only, that will do.

      Seconded. I’ve been using Feedly, which is usually fine until I remember it has a premium component. Been meaning to switch back to The Old Reader and I don’t remember why I left.

    I may be wrong but I think Fluent Reader satisfies all these requirements? I've never used anything else but I've liked it so far. It doesn't visually mesh with any specific DE though, I don't think.

      Looking into it, thanks for the rec. Seems like it works well for desktop but I'm having trouble with the mobile app.

    I use NetNewsWire but it’s only for iOS and Mac

    So it meets all but one of your requirements

      Feedbro is freeware, but not foss. I still use it, though.
