He allowed the Keystone XL pipeline to happen, and fracking allowed oil production to skyrocket. He did publish the clean water rule which gave more consistent protections to streams and wetlands. His clean power plan in response to the Paris climate accords was never going to be implemented because our government does not allow for long-term planning
