usually it's the other way around, that for the west to now impose standards of "degrowth" on the over exploited/ underdeveloped rest of world for the sake of climate would hinder their development and contribute to maintenance of hegemony
I think it's the capitalists themselves that try and divert any energy behind degrowth away from themselves and towards what you describe. Like, degrowth is a mathematical necessity. As a species, we are using up resources at a very unsustainable rate. Degrowth coupled with global socialism can be equitable to the global south. But degrowth fundamentally breaks capitalism, so trying to do it while maintaining capitalism would indeed just maintain hegemony.
