Legally all cruise ships need to carry enough lifeboats and life rafts for 125% of the ship's maximum capacity. Life rafts are inflatable and are stowed away, and can only be deployed once, whereas lifeboats are rigid and can be (and must be) deployed every now and again as part of evacuation drills.
