Stalin is upset about the call quality, this is Lenin replying to his whining with a text saying "I heard you fine, and yes I agree, giving out more grain to the poor is definitely a higher priority than getting new phone equipment"

i just thought the line "threaten to shoot the incompetent person in charge of communication who cannot give you a good amplifier" was funny edgeworth-shrug

I actually read it wrong, I missed the period. The "Threaten to shoot" bit is a new sentence from Lenin jokingly commanding Stalin, I thought it was a continuation saying "I heard you threaten to shoot".

Thinking that Lenin could hear them fine and Stalin was just screaming at the radio guy while Lenin heard the whole saga and was relaying it through telegram.

honestly there's at least 1 typo in this translation because they put a comma in a place where it's not needed

who cannot give you [,] a good amplifier

so, for all we know, your interpretation is correct and they threw a period in the wrong place too lol. damn historiography, you scary

Crazy how you can totally change the meaning of a sentence with just one punctuation mark. Probably easier to understand with context and in the original language though.

"Yesterday I specifically requested Trotsky send me FLAC files. He has instead sent over 128/kbps MP3 files. This is unacceptable, and borderline Menshevism."

I read it as the war council Stalin was a part of wanting to reduce the war communism requisitioning in favor of aiding the people but not being able to hear Lenin's orders either confirming or denying the request because of the audio problems, leading to Lenin having to send a direct telegram to confirm he heard them on his end and agreed with their decision - and then jokingly saying he should shoot the dude with the radio for fucking up.

The fact that there wasn't a Nuremberg trial type deal after the fall of the USSR should tell libs something was wrong with what they'd believed about the USSR.
