Like I know it's super fucked up to surreptitiously dose an unwitting mark, but wouldn't forcing a breakthrough experience on chuds help lead them out of darkness?
Here's a video of when the UK government did a field test of army members on LSD. They basically dropped their arms, stopped taking orders, and just wanted to play.
LSD can not be absorbed through the skin, its an urban legend. even mixed with DMSO, doesnt work. the video you linked clearly states that the LSD was administered to them in glasses of water.
Another option would be an aerosilized drug, but LSD would be prohibitively expensive, and something like an NBOME would cause too many issues at higher dosages.
