China is the only country “allowed” to have nukes with a no first use policy. The other four permanent security council members reserved the use of nukes in the event of a land invasion. The UK has claimed it would use nukes if the opposing military used some other WMD. The US says it will only use nukes against countries it deems not in compliance with the nonproliferation treaty, which means the US has to lie about you having nukes before nuking you.
America is the only country that hasn’t signed an agreement banking first strike nuclear launches. Everyone else is retaliation only
