This ground of inadmissibility only applies to aliens seeking immigrant status, such as aliens inside the United States applying to adjust status to that of a lawful permanent resident
it makes me think this is a china thing like it does include former so you could just deport a lot of chinese people who were at some point affiliated with the party just because of that but i'll concede that i don't know it could be both too who knows what the fuck they are doing in there
