Our Labor party instituted the White Australia Policy to keep Chinese goldminers out. Racism has been a big thing here, even in Left wing movement like the Great Shearers Revolt. To their credit, the Australian Socialist League always opposed racist measures as anti solidarity though.
What's with Paraguay and white utopian weirdos (Nueva Germania) trying to settle there? It's racially-mixed and one of the few places in Latin America that didn't try to eradicate native culture and language. If anything, Uruguay would be more logical.
I'm guessing the government was just that desperate after the Paraguayan war.
