This is a major issue I have with the current system of "democracy"... how do we handle when the majority is just plain wrong? Who can stop the majority from, for example, banning a COVID vaccine in a universe where Trump was re-elected in 2020. Or deal with people who aren't educated enough to understand climate science?
You build a new majority - look at abortion going from largely a fringe issue in the 1960s with relatively progressive views to the pro lifers now.
The challenge of western democracy under capitalism is that the dollars must come first, and are extremely influential in promoting views bring more dollars to the rich.
Or maybe the majority of people are in the wrong? What is right is seldom popular.
