I just watched it and I hate Rudy but I don't think he was jerking himself off or anything, he did probably take too long though in an attempt to normalize putting a hand in his pants. Tutar's earpiece stopped working right before Borat ran in. Tutar was originally supposed to get on top of Giuliani and grind, then Borat was going to run in.
Sacha Baron Cohen running in was the right and ethical thing to do because, with Tutar's earpiece not working, Rudy could have been doing anything to her.
