During the primaries yes his climate plan was pretty much non existent. After he got the nomination, however, his team realised that they had to throw the youth and Bernie wing of the party at least something of a bone, and created an actually really comprehensive and overall good/progressive climate plan.
At one point Biden/Harris silently removed the "revoke subsidies to fossil fuel companies" clause and groups like the Sunrise movement lost their shit over it, so it was put back in. That alone shows where Biden's true allegiances are though.
But you're right, but even moreso I would say that neoliberalism and capitalism is thoroughly incapable of dealing with a long term, systemic crisis like climate change. We need comprehensive plans with specific goals and deadlines for those goals and accountability when those goals are not met. But when economies function on fiscal quarters and administrations in Washington change every four years shit's much more difficult to actually get done.
