So there's this thing called penile plethysmograph tests. Basically they hook a bunch of electrodes to a penis and make the man watch a series of sexually explicit images of children, animals, men, and women. If they get an erection looking at the kids or dogs they get sent to horny jail.

    The point I what to make is that by addressing material interests the highest recidivism crimes would be addressed as those trend not to be solved by mental heal, i.e property crime. However violent and sex crimes can be addressed by mental health and trend to have lower recidivism rates as people are generally good it's the horrific society around them that forces them to illegal means to survive, if a law is unjust a person is just in disobeying it.
