Saying someone deserves something isn't the same as saying someone should have that thing done to them.
Also, presumably it excludes state violence. So it's presumably perfectly ok to say "Elon Musk should be dragged from his home by a state and guillotined".
I think it does include that. I made a comment about doing something violent to Henry Kissinger that got deleted by the mods.
