The "default" censure list is relative to 3 lemmy instances, you can clearly see this on the top which you conveniently hid to promote this narrative. Change the reference point and hexbear won't be in it. The choice of what reference point to use it up to each admin.

Also, I did tweak around with the filters and all I got was the same list and a bunch red boxes with API errors.

It's FOSS. We are constantly improving and fixing bugs. Making a bug reports or even just trying to understand how it works, would be massively better than making such a ragebait post.

"Default" sort has the filter option to show guaranteed instances toggled off, right?
But Hexbear still appears on this list despite being guaranteed.
Is this a bug? It's the only instance that's been guaranteed that appears regardless of whether that filter is enabled.
That toggle doesn't do what you think
It will simply also join in the censures of all instances your instance has personally guaranteed for.
