Probably not but I'm imagining some sort of movie heist or hacking plot where they need to trip or reboot a computer or security system by cutting off the power supply.
I wouldn't be surprised if this was a PG&E inside job. I'm sure the state gave them way more than $15million for repairs and the $100million expansion was probably just vapor. The fact that power was only lost for residential means whoever did it probably didn't want to cause too much damage.
