Congress has already passed a law to keep presidents from unilaterally withdrawing from NATO, and you could just as well argue that the war in Ukraine is placing more stress on the organization than any pissy comments Trump made about who's paying what.
With the DPRK, Trump did nothing of material significance. He could wake up tomorrow and go back to calling Kim "Rocket Man." Like with NATO, he'd face intense institutional opposition to any serious change, and he doesn't care enough to try and fight that.
Then there's the whole issue of Trump being widely viewed as an aberration, which means NATO countries will take his yammering less seriously and U.S. decisionmakers will be less likely to view his actions as precedent.

At the beginning of the Russia-Ukraine conflict, the US and its allies immediately froze $300 billion worth of Russian overseas assets, most of which is in the EU nations, with about $5 billion in the US. As the war continues, these funds have not been used.
Interesting that the vast majority of frozen assets are in the EU, not the U.S. Could be a factor in any sort of split between the two.

A big part of the reason no one has used nukes in any of the post-WWII conflicts is sheer dumb luck since the 50s there's been a real threat of out-of-control escalation, if not complete global annihilation. You think twice about nuking someone if it means you'll get nuked back.
