The nationalist reactionary/fascist mind is primmed to think in terms of conspiracies by external threats. They think America/Germany/whatever is great and perfect. Any problem, therefore, originates in something external.

Like many other products, people in China make fentanyl. Some of it ends up on the black market. They think this was maliciously plotted and therefore all fentanyl related deaths are China's fault. Since George Floyd had some fentanyl in his blood when he died that's China's fault too (since they think he died of fentanyl and not because of the cops).
Many libs think China (also Russia, Iran and all the other official enemies) used an army of bots to manipulate every social media site to create racism and division on the internet.
Basically, it's scape goating the core problems in America to an external force like SoyViking said.
