Blue shell to discourage the player who's currently doing well to ever do well in the future, marginally improving my odds in the next races.
I go for neither because deviating from the most direct path to the finish line will decrease my personal time, and self improvement is more important than defeating others.

That should work, just make sure you're facing the right direction.
Triple red is probably the better option. You can theoretically take out a great number of people and choose when to do so and it's a shield. You'll most likely be at the next set of item boxes just a bit after you've exhausted your shells as well.
