Welfare is probably good although if it leverages hatred of welfare I wonder if we can figure out an alternative. Subsidies? Does that have a stigma?

Agree with Screamo, also if the term subsidies doesn't have a negative connotation yet, it inevitably will whenever the average person wakes up to how the corn business actually operates, among other things.
