This is stupid on so many levels. For starters the seasonal party with gifts and a tree and a Santa figure has always been a new year's party in Russia, also before the revolution. It began during the reign of Peter the Great who moved new year's to January 1st and mandated German-style conifer decorations.
Celebrating on December 25th would make no sense in Russia as the orthodox church follows a calendar that places Christmas on January 7th.
The traditional new year's celebrations were discouraged after the revolution for being religious and bourgeois. However in the 1930's sentiments changed and new year's celebrations were seen as doing something nice for the children. New year's quickly grew into a popular holiday celebrated by families, mass organisations and government institutions alike. This also gave rise to the Soviet new year's cards that combines optimistic imagery of space exploration and socialist construction with traditional seasonal symbols.
Following the destruction of the USSR and capitalist restoration the traditional new year's celebration has not been moved or rebranded as a Christmas holiday, despite the orthodox church being granted significant power and despite there being no evil atheist communists to stop it.
