Essentially enacted the war measures act and enacted martial law partially for Ottawa and completely for Montreal. There was an active terrorist threat that did kidnap politicians, but the response was to round up every slightly leftist person in Montreal and detain them without evidence or trail.
From a quick Google search, I got the "saskatoon freezing deaths. " Where in the early 2000's three indigenous people were given starlight tours by police and left to freeze to death out in the countryside far from town.
