          that's not a complete list. for example, California and Hawaii definitely have nukes.

              Nuclear Texas is not so bad. They can't realistically do anything with them without turning into a legitimate death cult seeking the end of the world.

      It'll realistically be 5 at most. States will give up nukes or nukes access to access the world market.

      when the Soviet Union broke up the KGB took over and protected nuclear weapons facilities until there could be an official hand over. The CIA even helped them since they didn't want to lose track of any nukes in the world, one of the few positive things they've done. Maybe something similar could happen here
