Almost never, but a skilled defender can create positions where promoting into a queen would cause a stalemate. Some example games:

Didn't this actually happen? I think I read somewhere about players being upset by the Queen piece having the role that it did.
IIRC OG chess had the queen with the same moveset as the king.
