You could hook the ship up to the city water and waste systems. The benefits that its already built and it doesn't require land make the costs of a refit a fraction of the cost of building something from scratch. Many city centers are close to the sea meaning people can live close to where they work without having to pay for expensive real estate due to inflated land costs and they don't have to spend hours in traffic. Anything they built would have to be built where something else already is meaning they would displace people and also have to pay for whatever is on the property even if they are just going to bulldoze it. Low income housing far away from the city is useless.
