Absolutely yeah. Probably not on new bikes in the western world, but ahead was only invented in 1990. So anything before that is a quill stem (unless converted), and even after the fact it takes a while for a new standard to take hold over the entire industry.
Couple that with the longevity of bicycles and you still get lots of bikes with quill stems on the road
