The USSR space programme paid much more attention to Venus than to Mars and AFAIK there are compelling arguments why terraforming and settling Venus would be less difficult than doing so with Mars.
Once you're above the acid clouds there's actually pretty hospitable atmosphere. Keeping stuff in the air is pretty difficult as well, but way easier than making Mars habitable.
