      When people of certain communities start a food business out of their home and sell to the community, it takes money away from the good honest legitimate businesses.

      When people of certain communities start a food business by borrowing lots of money (if they even can) and pay commercial rent to the local absentee landlord, then it's a legitimate business.

      When some guy from the culinary institute of haute cuisine comes into certain communities and sells overpriced mayofusion cuisine that just repackages the local culture for sensible and hard-working Americans who value safety, then it's very legitimate. In fact, that's what we want because the tourists will come here for Gammon Augustshire's birra taco pizza but don't like locals coming up to them selling them authentic BBQ in Styrofoam containers.

        ahh, I somehow thought groceries and stuff. Makes more sense as the original meaning of like, street food. But that doesn't exist in Germany, not really anyways, so i got confused. I guess it also doesn't exist in Memphis now

      If you go to great lengths at assuming good intentions you could probably say that this is a response to a child labour problem. But even if it was, cops are only going to make things worse for the kids.
