police chief mike brown slowly places a manila folder atop a pile of similar folders which lay stacked on the left side of his teak wood desk. his hands shake slightly as he pours a drink from the whiskey bottle he keeps in the third drawer down. the report contained in the manila folder had affected him deeply.
one of his officers had shot an unarmed thirteen year old autistic boy eleven times in the back during the course of what had been a call initiated by the boys mother. a tear rolls down his cheek.
