To be fair that entire episode was a fantastic commentary of exactly how schwarzenegger became governor.
He won in a recall election against a guy who got into that position because he increased the cost of car registration fees, only for schwarzenegger to argue against it but then govern as like a conservative but also as a pretty serious environmentalist when in office lmfao.
