edit: I checked his twitter and apparently the panic was over how he waited until 3 days before the deadline to get his stuff in order when he really should have been on the ball, but he did manage to register under the "Essential Workers Party"
Maybe a bit of both. I think he kind was winging it for social media cred and then was surprised when all of this money started coming in and people wanted to volunteer and such.
