In retrospect it was an attempt to top the shock value of the AC-130 and nuke scenes in the first MW and it pretty much worked. They've since kept upping the ante, and 2019's Modern Warfare is just a numbing slideshow of dead civilians and torture scenes, all the fault of someone other than the US.
