It's basically a comedy text-based simulation game where you create a nation and determine its policies through precedent, by responding to wacky problems that your advisors are bringing to your desk. Obviously you have absolute power somehow, so you can respond to certain issues by just making yourself a monarch, for example. Or you can completely outlaw cars. And all these things affect various stats which are interconnected in unfathomable ways, so you can respond to an issue in such a way that the rates of public nudity increase while pizza delivery profits decrease.
