You're not alone in having that reaction. Just tying the dog up outside is super fucking normal in the UK and I've never heard of anyone ever losing a dog this way.
when i was younger, like 15 years ago, my dad came home with a dog one day for us and we were so excited. i found out a few years after he left that he'd just saw the dog tied up outside a shop and took it. it was pretty crazy thinking about how the fun times i had with that dog were stolen from someone else.

That's because in Europe dogs are chipped
Dogs aren't chipped in Russia but I see dogs tied outside of shops all the time.
It’s real and happens more often than people think. Lots of kids get chased and bit by dogs too
I don't want my dogs kidnapped and resold (at best) or used for dog fighting (at worst)
