Yes, obviously, particularly in countries with high unemployment for long periods of time
I thought they were open about that in Prop 22 advertising - pass this to keep people employed (as independent contractors lmao)
But also thought that Obama economic people lauded the gig economy for lowering the headline jobs number and “helping people get by in between jobs” because it kept the labor participation rate high and the underemployed rate low because contractors aren’t counted towards that. Maybe misremembering
