    It's because if you cry "genocide" and then it surfaces that there isn't one it can be extremely embarrassing. Especially if you are the world hegemon that has used such claims as justification for regime change repeatedly in the past couple decades. The Netherlands and Canada and whoever aren't going to lose much face for being wrong. The US can damage its credibility as a "benevolent humanitarian" actor on the world stage.

      Crying genocide is a safe move, PR-wise. If any evidence were uncovered, even circumstantial, partial, or fabricated, the media would pounce. If there's no evidence, there's no single moment where journalists would have something to cover. "Nothing actually happened" is not a story. 90% of news stories go nowhere, but you're never told that.

      There's no consequence for being wrong.
