It very much feels like they were like "Well, of course the Soviet Union is evil and this Superman is basically brainwashed"
Especially since they have Superman kill Stalin because of the gulags and Holodomor, which makes no sense since this version of Superman has the crazy powerful Silver Age power set and is able to hear and see things up to hundreds of miles away, so him being surprised by it is just especially dumb
