Uhh I think it's kinda portrayed as a flaw of the character as being extremely lonely and insecure in a lot of ways, but its not treated as pedophilic or outright morally wrong.
I don't think so. They were in a life or death situation where she was sending off shinji for what would be the last time. She gave him the kiss, but likely knew they wouldn't see each other again.
To expand on that a little, for Shinji she's simultaneously his caretaker, a big sister figure, an object of lust, and his commander, and each of them is a deeply traumatized wreck at that point. The show doesn't cast any judgement on it, but it is definitely supposed to be a deeply weird moment

No, it is not, that's just something uninformed weebs say to make people who criticize the sexualization of children in anime seem culturally insensitive.
The federal age of consent is 13, but most (actually I think all) prefectures of Japan have it at 16-18.
I don't know about that, I am not an expert on Japanese law, but I'm pretty sure the Japanese government recently announced that they would raise the federal minimum age of consent soon anyways. (I'll send you the article if I find it.)
Edit: couldn't find the article so that might be wrong, but I honestly don't think the truly powerful and rich need legal loopholes if they want to sexually abuse children and get away with it, they usually can just do it and get punished only when their crimes are obvious and outrageous to the public.

Whatever her age is, she's made his guardian in one of the early episodes and he lives at her house.
yeah why do they always have to be minors, they're always 16 or 17 just make them 18 years old for the love of god
