Start youth centers or something across the country that are incredibly low cost or free, with places for exercise / sports / large kitchen / computer lab, all with nice equipment and staffed with leftists who help with homework / learning life skills like cooking / financial literacy. Maybe no explicit leftist ideology taught there but all those working there could help understanding of current events and local life from a leftist perspective. Open from when school starts to after work gets out to offer childcare for working parents, and free food for kids and dinner if parents want. Not sure how many you could make or how long you could run them completely free for because a billion dollars is an inconceivable amount of money to me.
Could be a larger scale style food not bombs where people are given what they need and are more willing to listen to the people helping them out. It seems like the only way to ever counter the neverending onslaught of propaganda against leftists is to have a large scale example of what we want to do for everyone.
