I've literally never heard it used in the way that's presented in the first definition even once.

Consumer watchdogs, consumer reports, etc. that sort of thing is good (and should exist under communism, btw, the state-produced goods should be independently scrutinised for quality), but I've never heard that called 'consumerism'

There was a weird period in the 80's and 90's when consumer culture was celebrated as a good thing. A bunch of wonks and ghouls and hucksters tried to brand it as being positive and good for the people, so empowering to have YOUR wants taken seriously! Producers have to meet the demands of Consumers! You're the one making demands around here, you're the important one in this whole relationship!
I think it fairly immediately took on a dual critical connotation for now obvious reasons, and in the long run, that negative connotation held stronger.
consumerism is a bigotry against consumers. communists are noted consumerists or consumaphobes.
