As far as the Dead Horses go they are canonically descended from actual natives, white americans, and germans (the latter two having been stuck at the former's reservation when the bombs fell). Can't speak for the other tribes, and the DLC is kinda dookie anyway so :shrug-outta-hecks:
Honestly it's worth playing through once IMO assuming you can get it to work. There's some cool lore and connections to the other DLCs sprinkled here and there, even if the DLC as a whole is lackluster

I started honest hearts the other day and I think it's a sign, I keep crashing trying to get into the narrows.
Started it, landscape looks like shit, white people cosplaying as native americans. Nope.
