They know they cant offer an alternative, so they're trying a softer version of 2016's voter shaming tactic. I tend to assume in most cases like this that they simply didn't think about it. If Biden is mask on, and Trump is therefore mask off, then either they're being remarkably honest with themselves, or they were thinking about something completely different. My guess is like a WW1 inspirational propaganda poster, Biden's fist raised as if leading a charge, but with shitty 2020 social-media-friendly design aesthetics.
